Request for Proposals on Comprehensive Master Development Plan

This RFP is designed to develop a Facilities Master Plan for KCA and the design team must, above all else, develop a planning model based on the KCA Educational Philosophy and incorporate cultural aspects relating to the mission of the school. Kwiyagat (Word meaning Bear) Community Academy (KCA) will be a K-5th grade Native American Community Academy (NACA) Inspired School in Towaoc, Colorado, on the UMU Reservation, located in the southwest corner of the state, geographically within the rural district of Montezuma-Cortez School District RE-1), opening in Fall 2021 with 30 students grades K-1, growing one grade and 15 students each year until reaching K-5 with 90+ students by 2025-26 with approximately 90% of students qualifying for the Free and Reduced Lunch Program. KCA envisions a future where the graduates of the school will have a strong grounding in Nuchiu culture and language while incorporating modern perspectives as contributing members of the UMU community. The new generation of school graduates will foster a revitalization of the Nuchiu language and culture and use this knowledge to ground them in a positive self-identity and create community connections built on mutual respect, academic success and focused career goals. The mission of Kwiyagat Community Academy will be to ensure an educational program where the Nuchiu culture and language guides the educational experience and is characterized by small class sizes with an interdisciplinary, indigenous, and project-based approach that results in high academic expectations and desired character skills, personal wellness and community involvement.

NISN is currently requesting proposals from planning firms to support a USDoE Charter Schools Program Dissemination Grant focused on securing facilities for charter schools in Indigenous communities.

In October 2018 the US Department of Education’s Office of Innovation and Improvement awarded the NACA Inspired Schools Network (NISN) a $2.4 million federal grant over three years to expand opportunities for Native Americans and other underserved students to attend high-performing, innovative and culturally responsive charter schools.  

NISN is partnering with Grow New Mexico and The Grant Plant to document and disseminate information and best practices in facilities needs assessment, planning, and resourcing.

The project partners will provide charter schools serving Native American and other underserved students with technical assistance in the areas of facilities assessment, building and design, sustainable financial planning and cost management, community outreach and resourcing across public and private funding opportunities.

Fifteen (15) charter schools in New Mexico, Oklahoma and Colorado will be selected to pilot the tools and resources developed. Final materials and resources will be broadly distributed in 2020-2021 through regional and national convenings, an online resource hub, charter school authorizers and networks and the U.S. Department of Education.
